Yes. And even the following direction would provide developers enough to move forward:

1. follow the GTK+ toolkit for the foreseeable future.
2. don’t move past GTK+2 version 2.24, until (date, or event, etc…)

With this developers can:

1. start removing APIs that are obsolete that are never coming back.
2. prepare the code for migration to GTK+3 or beyond.
3. favor use of glib APIs over alternatives.

Developers absolutely need a roadmap to move forward.

But, since GTK+3/Gnome3 isn’t what everybody wants, we still lack a roadmap.

Geda-gaf relies heavily on GTK+/glib, so migration to another toolkit would require significant effort and many developers. I don’t see other toolkits as realistic options.
