We used to have builtin infra for that: m4 based footprint generation. 
It was default when I started to use PCB around 2005. I remember 
"CONNECTOR 2 5" generated a 2x5 header. Recently it's much less popular, 
maybe even turned off by default. I think the extra complexity of such 
external scripts and yet another language looks scary to some users.
