That almost certainly means that your whole DJGPP installation is
broken, because you didn't follow the installation instructions from
the Zip Picker or README.1st as tightly as you should have.

In particular, I'm quite sure you'll find that you didn't succeed to
add your ...\DJGPP\BIN directory to beginning of the PATH environment
variable.

Check: type "path" in the command line you started RHIDE from (you
_did_ run it from a command line window, didn't you?), and look for
your ...\DJGPP\BIN directory in the output.  If it's not there,
re-check README.1st to see how to put it in there.
