out of curiosity, i downloaded the latest stable version (3.17) and tried 
building with djgpp.

you need to remove -ansi and -pedantic from COPTS to compile and build.

for make install, you need to create an installation directory, say 
$(DJDIR)\contrib\lout, and create the directories bin, man, and doc under 
it but not lib. (nothing is put in the man and doc directories, though).

i got a lot of warnings, which i ignored, and an executable was built but 
it was too big. stripping and upxing the executable was enough. i then 
ran it with some of the samples in 
http://snark.ptc.spbu.ru/~uwe/lout/slides.pdf
and it created the ps output for them (although i got a DSC warning is 
gsview).
