AAStr allows you to do this.  It's quite slow, so I wouldn't even try to
use it for scaling graphics in real time.  It works nicely in situations
where you just need to scale a particular bitmap once, though.

but the link to the AAStr library doesn't seem to work anymore (I get a
"Forbidden" error message).  Hmm....
