AAStr allows you to do this. It's quite slow, so I wouldn't even try to use it for scaling graphics in real time. It works nicely in situations where you just need to scale a particular bitmap once, though. The author's web site is here: http://www.inp.nsk.su/~bukinm/allegro/ but the link to the AAStr library doesn't seem to work anymore (I get a "Forbidden" error message).
