  That link is correct in at least the current and previous
rev of the FAQ.  I have seen that jumping to the top
symptom in Netscape with that FAQ.  It happens when I
click on an internal link too soon after Netscape starts
to load the FAQ.  I think it is a Netscape bug that it
thinks the internal link is missing rather than just not
read in yet.  It also remembers that it is missing so
waiting and reclicking doesn't work.  You need to click
reload, then wait, then reclick the link.
