That link is correct in at least the current and previous rev of the FAQ. I have seen that jumping to the top symptom in Netscape with that FAQ. It happens when I click on an internal link too soon after Netscape starts to load the FAQ. I think it is a Netscape bug that it thinks the internal link is missing rather than just not read in yet. It also remembers that it is missing so waiting and reclicking doesn't work.
