Emacs, of course ;-).  It has a special TeX editing mode, and if you
download the AucTeX package, you will be able to run TeX and browse
TeX documents from within the editor.

The only solution to this that I'm aware of is the TeX4ht program,
which takes TeX as input and outputs HTML.  A soon-to-be-released
DJGPP port of Web2C 7.2b will include a port of that program (I have
almost finished testing and packaging the port, so it will probably be
uploaded and announced in a couple of weeks).
