The only solution to this that I'm aware of is the TeX4ht program, which takes TeX as input and outputs HTML. A soon-to-be-released DJGPP port of Web2C 7.2b will include a port of that program (I have almost finished testing and packaging the port, so it will probably be uploaded and announced in a couple of weeks).
