No, `patch' was not upgraded since last September, and it shouldn't have
problems with such lines.

It might be that my unexec.c is different from yours because I did it in 
the pretest of Emacs 20.3.  Other than that, there should be no problems 
at all.  If you think the problem is real, please tell me what did 
`patch' say when you invoked it on the original patch file, and how 
exactly did you invoke it.

And thanks for reporting and testing this problem.  The patch is now in 
the Emacs development tree.
