I'd have to disagree with the DOS recommendation.  The DOS version of
SoftICE that I have, which is admittedly old, will not debug protected
mode applications; this is definitely a bad thing :) 

It is quite possible that SoftICE/DOS will now debug protected mode
applications, but I'm not sure.
