Subject: Strangr diag with cat.exe

When I run some perl 5.004-02 script with an inserted command `cat some-file` I sometimes get the
answer:

c:\c\bin\cat.exe: cannot open

Of course it does not say what it cannot open. Of course I tried to "cat" normal, non-existing,
hidden, system and read-only files, and I never got that message. Thus my question:

Is this message inside the source of "cat.c", or is it a message coming from perl which would say it
cannot open cat.exe for executing?
