I was about to post asking a couple of these very questions.
I'll answer what little I do know and hopefully someone can
clarify for us.

I don't think so. Programs developed with the cygnus tools can access
the win32 api and cygnus' api as well. Well actually, I suppose you
could use functions from rsxntdj1 in the same program as well. I'm sure
they overlap a bunch though.
: Is the windows32api package supposed to be hosted on a UNIX system?
No. This package is a port of the GNU development tools to windows 95
and NT. Similar to the way djgpp is the dos port of these tools.
: Which is better?

Read the instructions on installing? 8^) I'm about to do it myself,
so feel free to bug me(maybe we'll get some of the same errors, :)
