AFAIK, there is nothing special about Windows 95, so the FAQ section about
system configuration applies to that platform as well.  I never heard 
anyone telling that those guidelines are wrong on Windows 95.

The disk cache is installed automatically by Windows 95, so you don't 
have to bother about the cache (unless you disabled it).

Leave the cache settings at their default (which caches all the drives).

The DJGPP FAQ list has the list of all known official mirrors in section 
4.1.  Here's three in your region that it mentions: 

     ftp.bhp.com.au, directory /pub/simtelnet/gnu/djgpp
     ftp.iniaccess.net.au, directory /pub/simtelnet/gnu/djgpp
     ftp.vuw.ac.nz, directory /pub/simtelnet/gnu/djgpp
