Yes.
With the help of other TSRs. There exists (but I cannot give any hints 
how to get it) a program Release, which monitores the setting of TSRs 
and, by user=B4s request, kills them and releases memory. There is one 
limitation: TSR may be killed if no other TSRs were started after this 
one and hooked interrupts, previously hooked by this. (Of cource, it is 
possible to kill them both.
This will do if you ask as a user. Or you want to write your own program 
for TSR killing? Then, please, specify the question.
