Even when dealing with unix only, there are so many possibilities why a make
process may fail, if you consider the GNU configure scripts or the scripts
from e.g. Perl or c-news. Since MS-DOS is plagued with the absence of a
suitably featured command processor (and none of the necessary tools), I
think supplying an alternate Makefile for DOS/DJGPP is the easiest solution
here.
