I built Emacs 19.24 (next to latest, on the advice of DJ) from the ordinary
GNU kit.  It has a makefile for DOS in it that mostly works.  The only 
hassle
is that it invokes some Unix style file utilities (e.g., "rm" rather than 
"del").  I wrote
a few 10-line toys that do the job well enough to satisfy the makefile, and 
then
it built and runs fine.

I also use micro-Emacs (under Windows) which isn't bad, but it isn't real 
Emacs
and it has a lot of differences, some innocent, some not so innocent.

Speaking of "rm" and such, is there a port of "fileutils" for djgpp?  That 
would
be the right answer.

it not at oak.oakland.edu with all the other stuff?
