If you do "cvs update foo.c" followed by "cvs diff foo.c", yes, it
should diff your local copy against the most recent cvs copy.

Also, "cvs log foo.c" will tell you the history of a file, and "cvs
annotate foo.c" will tell you who touched each line and when (if your
cvs supports annotate).
