The copying of the data and bss segments is '#if 0' right now.  If you
remove the #if 0, then fork apparently doesn't work correctly.

I've carefully gone through and added NO_COPY's to all of the places
where I thought it made no sense in the sources and now things seem to
work better.  In fact, things seem a little faster.  Possibly this is
due to the fact that the passwd and group files are no longer being
read in the forked process if they were read in the parent.

Wasn't it a goal of this fix to copy the data in the cygwin dll?
