Mebbe so.  But it's not unusual for projects to require folks who want 
to get the source from CVS to have/use the autotools to bootstrap.  I 
mean, getting the "latest source from CVS" is really developerish sort 
of thing to do...

OTOH, if you're setting a *policy* for sources.redhat.com-hosted 
projects, that's fine too.
