That's one of the things my setup-compatible private version did -- but 
since it was private, I could do whatever I wanted.  In Jan's case...we 
need to discuss it.

I vote for a special exception to the "all executables go in /usr/bin" 
rule specifically for netpbm.  /usr/bin/netpbm/ for the exe's, but 
/usr/bin for the DLLs.
