Hi Jason,

I was able to get going by building the simplest of plugins from 
http://www.delorie.com/pcb/ first, using those instructions.

Next, you will need to add Boost to your environment (if it is not there 
already).  See http://www.boost.org/ for more info.  I chose boost  for 
polygon rendering because I was seduced by their claims of runtime 
performance; I figured that they at least did the analysis.   This is 
why, like KiCad, the polygon rendering can not be done interactively: it 
is too slow.  Anyway, you will need this Boost library.

Then, you should be ready to go.
