Some programs distributed with DJGPP report incorrect creation time for files on my system, and I can't seem to make it right by setting the value of TZ variable.

Library time routines prior to djgpp 1.12.maint2 were broken for any time zone except GMT0 and EST5. You should relink these programs with the library version 1.12.maint2 or later.
