I think it is a GCC question and the answer was in the GCC info pages.
Anyway, what you need to do is to set one of the CFLAGS environment
variables (there are a few - the standard one, debug one, the profile one,
etc) in your .bashrc or equivalent.

But then, the Makefile might also set it explicitly, in which case you
have to edit the makefile.
