A lot of programs (including almost all ones using autoconf) will react to
a CFLAGS environment variable; try

export CFLAGS="-O6 -mpentiumpro -march=pentiumpro"
if you're in a bourne shell, or
setenv CFLAGS "-O6 -mpentiumpro -march=pentiumpro"

if you're in a c-shell.
