With PCB vias extend to every copper layer. Actually, there is no way to
make a via one layer only. This also applies to pins, too.

Do you intend to send your files to a factory for production? If so,
you don't have to worry about the sides at all. Metallized pins and vias
are the norm these days. That is, the holes receive an inner lining of
metal. If you solder the pin on the bottom layer, the ring on the top
layer will automatically be connected, too.

If you etch and drill the layouts yourself there will be no
automatic connection from bottom ring to top ring. It would not be easy
to solder the pins of the header to both rings either. The black
insulating stuf blocks access to the ring.
In this case I'd recommend to add actual vias somewhere midway between
button and header. The via would be populated with a piece of wire.
