The simplest scenario would just involve the use of an unaltered, existing
pcb layout file that serves as a collection of useful footprint elements.

Those managing multiple users or seeking a more organised library, may opt
to create custom pcb layout files populated with a standard set of elements
for use by users.

pcb-rnd will parse any valid layout and simply list the elements it
contains either way.
