Why not set plating to '0' for a unplated hole that is treated as a
mounting hole?

By the way, mounting holes are really different across fabrication
industry and the current discussion of 'do unplated holes' exist
doesn't really capture that. Why is that? I'm sure without as much
experience as others in the thread that I've seen insulated,
conducting, unplated, masked, unmasked, dot unmasked styles for
mounting holes all in a wide swath of electronics manufacture (no
aerospace though). A variety of purposes and conditions for use in
differing designs.

As for clearance, these values affect long term stability and
usability.  otoh, part packing in design, and repair/reworkability
down the road.

Blind and buried vias are an interesteing topic, but to me not
relevant to footprint support - what do others think?
