Last time this came up, we decided to choose one of the following:

* Keep using YYYYMMDD as the release number (i.e. pcb-20161221) (the
  branches replace 1.99z with this string throughout)

* Bump to pcb-4.0 to avoid confusion with the old TCL version that's
  pcb-3.x

IIRC release branches have the same rules as master.  You're an admin so
you can change that if you need to ;-)

The git exceptions are for home/$user and LP* only, everything else is
the same.
