Afaik there's nothing for this in mainline pcb, I always had to restart 
the program to get the libs reloaded. The reason it didn't bother me for 
long was probably that pcb starts pretty fast and there's only one design 
open at a time (no tabs) so no much to lose with a restart. 
(Menawhile, pcb-rnd already has an action for rescanning the libs on the 
fly, even after changing library paths).
