If you haven't altered your layers or groups in "File/Preferences", you
should be able to do the following:

1. Select the layer called ground. By default this should be set for
the top side of the board.

2. Select the "Rect" tool, small blue rectangle in the icon.

3. I scroll out until I can see the whole board, and click just off the
board in one corner and then click just off the board in the corner
diagonally opposite.

4. This should flood your board with what ever colour your ground layer
is, other than the odd small islands your tracks may have created. You
can fill these by zooming in and repeating the procedure around each
island.

I like to flood the back of my boards as well, so I do the following:
1. PCB creates new layers above the selected layer, so I select the
layer directly below "ground".

2. Select "File/Preferences/Layers" and click the "Add" button.

3. Select the "Groups" tab and you will find just below the "ground"
layer "New Layer". I name this "bground" because I have virtually no
imagination.

4. At the bottom of the groups page there should be two layers which
are greyed out. "bottom side" and "top side".

5. Click the button to the right of the new layer to make it the same
group as "bottom side". This is normally group 02 on mine.

6. Click "Okay" and proceed as before.
