IMHO, contents of the sub menu "Import_New_Elements_at" should go to 
the preferences dialogue. It unlike most of the rest of the Menu items 
the import mode is an option which is unlikely to change during a 
session. 

While at it, the vendor drill option may get a new home in the 
preferences dialogue, too.
