But setting the import target only happens once right?  And you could
set it with the almost-identical-but-less-weird Crosshair menu item.

I know, that's what's so weird.  Maybe I'm not so good as I think at
getting in user's heads but I'm pretty sure most are going to try that
option, put the mark somewhere and try to import something and then
decide the whole thing just doesn't work.  There's a lot of good stuff
in pcb and it's annoying that so much of it manages to give this
impression.
