Yes.  The situation at the moment in the US is the public pays for the
research then gets to pay again to copyright and patent holders at
spin-offs partnered with universities.  It was supposed to help engineering
catch up with using stuff coming out of basic research, but in practice
it's a big burden on the most useful inventions (which would otherwise get
competing implementations anyway).
