Personally, I rarely find informative (read: big) tooltips to be annoying.
It is a small price to pay for the usability improvements they create.

As for the via feature: Simply mentioning the fact that "changing layers
with the number keys and left-clicking inserts a via", in the line tool's
description would be a big improvement.
