I would say first step could be to extract a list of pins and attributes. These could be saved in *.csv database file format which is very common or piped directly to a symbol generator.

To store in an intermediate format is rather important because then there may be several possibilities to get the input and several others to generate the output, the graphics like drawing a box and put the pins at proper position, maybe also add some other attributes.

Possibilities to get list of pins and attributes are: manually entering, datasheet, ibis file, bsdl?, imported from other EDA software. If symbols are imported from other EDA software it is obviously also very useful to import the graphics but it might still be useful as a path for the pin information.
