I'm mostly a lurker here in gEDA land, but this struck a nerve.  This is
something that has to be examined on a case-by-case basis.  Some
projects/libraries are mature and thus don't get rapid changes.  Some are
not mature but don't get rapid changes because nobody is working on it or
cares about it.  And some are not mature but get rapid changes in order to
make them mature.

I examine a library project pretty closely before deciding to use it, so I
know which category it falls into.  And which cagegory of library I'm
looking for isn't always the same...
