Okay, that sounds fair. I have very limited bandwidth to work on gEDA nowadays. However, there is the 'generate.sh' shell script that creates an empty database. There is a perl script that parses a gEDA/pcb file and "INSERT"s it to a previously created database. Unfortunately the script is very far from finished state.
