As I understand layer type is useful for example to tell the backend there should copper. Then it is also possible assign your own layer type value: "mechanical", "documentation" or whatever name you want but gEDA will not care about this. In case you want to do something useful with these layer you have to add meaning yourself.

The same apply for the attributes and I have tried this myself.
