It's the normal way to invoke the Autotools; the INSTALL file should 
obviously mention this command.  It wouldn't hurt to have a "autogen.sh" 
script which invokes "autoreconf -if", though.

It works on any *sane* project using the Autotools.  There are some 
projects out there which invoke special magic in autogen.sh; "autoreconf 
-if" will probably not work with them.  I'm not sure if gEDA/gaf does 
this, though (that's what I was asking about).
