A boldness born out of desperation I fear.  Nothing was getting done
because developers were, for various reasons, leaving the project.
Getting new developers means taking risks with new procedures as well
as trying to avoid the problems of the past.

There is still a progression each developer must follow - starting
with the smallest of contributions and working their way up to various
levels of trust.  This is not unique to us, although the distrust of
the process seems to be.
