Yes, it's really sad that distributions offer so little added value.
There is a huge potential for distribution differentiation in
following upstreams much more closely. Oh well.

Yes it can. It requires man- and womanpower for release engineering,
which is sometimes very easy and sometimes not easy at all. One part
is the mechanical package creation, more challenging is to tie up all
loose ends that are hanging around, so that a release can be made
with a promise of being a consistent improvement (minimize regressions).

It is possible to help with this process as a user, but it does
require stepping out of the package manager box, and potentially
even building from source yourself. :\
