.pcb files try to preserve the "unit-ness" of the units, but revert to
nanometers if they can't.  There should be no reason to lose data just
from reloading, and many people put pcb files in source control with
meaningful diffs between revisions (we planned it that way).

So yeah, a load/save cycle shouldn't change the file at all, assuming
the file was previously saved from pcb (i.e. in canonical form).
