Stop me when I go wrong:

  * There is no (isolated) in-memory representation of a pcb file.
The parser just adds more stuff to PCBType, which actually contains
not only the data for the circuit board itself, but also pcb setting,
rtrees constructed later etc.

  * For the parser to actually run you need Settings filled in first.

  * The right way to get settings is to run hid_init() and hid_load_settings()

  * That in turn ends up pulling in gtk if its available, etc.

  * Just calling hid_nogui_get_hid() isn't enough (hid_load_settings()
still crashes after this)

  * So it ends up linking aginst all of gtk (ug).

It seems weird to me to need a HID to be able to parse the file
format.  Is this a desired situation or did it just turn out this way?
