In these cases manufacturer is determined already from beginning so selection will be simple and it usually also is for micro controllers but this is not the case for all symbols. Actually even though manufacturer already is determined for example micro controllers usually are available with different footprints and memory size.

For microcontrollers it might be rather common to update manufacturer part number then software run out of memory. In this case it make sense to update schematics and BOM but not PCB-->Gerber-->... This is a rather important point then it come to maintenance and a good work flow.
