Please check File/Preferences/Layers, Groups tab.
Check what columns are selected at the bottom of the table, for bottom and
top side. Check what layers are in the same column.
This is the only thing that matters, regarding to what ends up as copper
on the top or bottom side. Neither color nor layer name^1 affect this.
