I replaced "auto" with "auto,clearline" on most of the Lines on the top
layer and now
auto-routed tracks provide plane clearance.  I backed out this change and
the problem
came back (no plane clearance).

BTW - while looking at the PCB text file - I noticed the vias have
"auto,clearline" attribute
and these vias were placed by the auto-router.  And vias provide plane
clearance.

I posted this a bug on the bug tracker.  A PCB user needs to be able to
toggle back and forth between "auto" and "auto,clearline" on Line[] - when
working with copper pours around auto-routed traces.
