There are two visions here. There’s the paternalistic idea that the developers will guide the users, and provide them with everything they need. From that point of view gEDA is stagnating. But there’s the idea (as with many excellent things like Python and LaTeX) that the core developers simply provide core capabilities, and users provide most of the end-use code.
