There you can upload a schmatic/layout which demonstrates the problem. A demo case is essential for debugging.

You can make the board bigger, of course. Disperse the elements, then move them back into the original size. Last step would be to reduce the board to its original size.

Another strategy would be to place only a few footprints, then import again. Missing footprints are always added, regardless wether they were added earlier already.

I don't think this would be a good "feature". Footprints going lost are a bug; fixing the bug is much better than warning about its existence.

The underlying problem ist that pcb limits workspace to the board size. There have been efforts to overcome this limitation, which were reversed. Other efforts never hit the official repo. In an ideal world workspace would be unlimited and board size defined by the outline layer. Not there, yet.
